Report for all transactions above certain threshold

Hi! I have encountered a situation where i need more brainpower... 
I need to filter transactions tied to SENDERS which are above 15 000 in USD value both as one transaction and over time if principal sent reaches 15k. 

This part is manageable however it will be a weekly report and i need to keep track of those SENDERS, and receivers, which are under 15k and update it with new transactions in case it reaches threshold next week or next month. And / or i need to keep track of those who were reported and their sent principal is counted from the beginning or counted if it is a one transaction over 15k.
