Render to Excel dropping some (but not all) borders

I've been trying to figure out why my render tool is dropping some of the formatting in my table tool.  Through some trial and error,  I can see that if I render to PDF the formatting is all there,  but if I render to excel it only retains borders on empty fields.  Has anyone found a workaround for this?

 

 

Render to PDF:  (Note the red border above the totals line

Render to Excel:  (Note red border is only there on the 4 empty lines.
