Reformatting data to facilitate union

Hello,

 

I have two datasets that require union of different formats.  I would like assistance reformatting Dataset #2 to be able to Union with Dataset #1. I've included screenshots below as to what I suppose is the best way to transform the data yet I can't figure out how.

 

Dataset #1 Format

I might have just figured out how to make this work using the Transpose* function
