Process Cannot access the file because it is being used by another process

Hello, i'm working a server clone and migrated apps to a new server build and noticed this error when trying to access two sheets from Python tool. 

The python tool is accessing a file from Jira and this worked just fine on the old server build but now i'm running into a currency issue.   I know that parallel block fixes the  problem but i don't really want to go that route as there's a number of workflows that would have to be modified to address the issue. I'm hoping it's just some user setting etc.

To be clear, i have 1 macro being used to read in 1 sheet of an excel document and a 2nd macro to read in another sheet from the same document.
