PowerShell script working fine in the PowerShell windows but giving error in run command

I am trying to run powershell command using run command tool , in the powershell script there is a path which is having spaces for which I have added double quotes as shown in the image and after which it is working fine in powershell windows but giving error 1 in run command tool . and ones I am removing the space from the file name there is no error coming in run command tool. Please help .
