Polybuild around a Building perimeter

I have an identical requirement as the person in this post only difference is that I'm in Australia.

I have read the above post as well as the recommend read on TomTom maps in knowledge base:

I could not find the TomTom Layer Extraction App anywhere, does anyone know where this is for Australian maps?

Alternatively, does anyone know where I could download Australian Building Footprints?

It's an open data set produced by Microsoft.
