Please Help: Fixed Width Text File (Convert to .xlsx)

Hello,

 

I am trying to convert a very long .txt file without delimiters into an excel file. The .txt file should look exactly like the .xslx file. Can someone please help me with this workflow? I've been trying for hours and have had no luck at all.
