Parsing data into a desired format

Good morning, evening or afternoon all,

I have an issue i'm hoping you could maybe assist me with I have a small dataset like so of different tax legislation:

TAXES CONSOLIDATION ACT, 1997

Part 1 Interpretation

1 Interpretation of this Act

2 Interpretation of Tax Acts

3 Interpretation of Income Tax Acts

Part 2 The Charge to Tax

Chapter 1 – Income tax

What I need to do is try and parse the data like so:
