Parse out values based on range criteria

Look for a solution to my problem.

Im trying to parse out values from one column and extract the characters based on range value.

Here is an example of what im trying to do. Basically the "Number" Column i want to parse out the values based on the Range values in the "Range" Column. The desired Output Column is what i aiming to complete.
