Parse .csv file with comma in the value

I have a .csv file to parse, however comma is included in certain value with double quoted, some example like this:

John Smith,00223,"May 1, 2017",Approved,"XYZ, inc",2017-01-05

Can you advise how to parse such file?

Because the field is quoted, I'm guessing it should just work perfectly.
