PDF render splits text 'attached to layout' onto separate pages

I'm building PDF reports with several rows of charts.  I first use the layout tool to create rows of three, and then use the report text tool to attach some descriptor text (Peril#) to the top of each row.  Then I take only the top row and attach some additional text to that, so it will only appear on the first page.  Note that the additional text for the first page is dynamic so it will have different numbers of rows.

 

When I render to a pdf, the output has a page break between the row label (Peril#) and the graphs for that row.  I want the page break to occur before the Peril text so that the row description and the graphs are together.  In the ShortText.pdf, you can see Peril3 is on page 1, but the Peril3 graphs are on page 2.  This is bad. 

 

When I write more text at the top of the page (LongText.pdf), Peril3 has been pushed onto second page so it is with it's graphs.  This is good.  However, now the last row of graphs has been pushed onto page 3, but it leaves its row title (Peril5) back on page 2.  This is bad.  

 

How can I "Lock" the text to the layout so they will stay together?  I can't have a page break after every row of graphs - multiple rows of graphs should be on the same page if they fit.

 

If that wasn't hard enough for you, the graph sizes and Peril# text will be varying height, and there will be differing numbers of rows, so this needs to be truly dynamic.

The safest thing to do is to Insert Section breaks between records in your render tool to ensure that each graph and text title starts on a new page
