Need to average the number with limitation in it

Hi Team

Can you please assist me on the below.

I have sales data and i have tag attached to all the data, Promo or Non Promo.

i need to create new header (baseline) and for that i need to update average price of three rolling period of Sales data.

But i have a check point here, Where ever sales data is tagged as Promo, Baseline average is calculated using rolling periods of NON promo tagged sales it should not include Promo tagged, And if i dont have three months data it should not calculate the data. 

I have attached file for reference, Both input and the desired out what i want, Can you please assist me.
