Multi-row not working on all records

I'm trying to fill up blank with 1st record in my column using Multi-row but its only doing for 1 record. Rest all the records are blank.

For ex- i've taken Q4 as my 1st row and i want to fill all next blank as Q4 only. But its not happening.

Can someone help me on this?
