Multi row formula question

Hi All, 

Requesting help in building a multi row formula, where I need to populate rows till it is not null 

my sample data set 

User ID	Brand
1	Len
1
2	Samsung
2

 I want my output to look like this 

User ID	Brand
1	Len
1	Len
2	Samsung
2	Samsung
