Multi Row Tool - Help Please

What am I missing that this expression is not working properly. I have handfuls more earlier in our workflow and cannot figure out why this one is not working as expected. I'm sure I'll have my palm on my forehead soon, but i've spent way too much time on this already and figured I could use some fresh eyes on it.

I think you need to write it this way

If [Invoice Number] = [Row-1:Invoice Number] and isnull([Customer DC and Acct Number]) Then [Row-1:Customer DC and Acct Number] else [Customer DC and Acct Number] endif
