Multi Row Formula Tool - Group by Trouble Shooting

Trying to copy down completed cells from one column down into blank cells. when running tool, data is reordered making the formula not work. Any suggestions on how to use the group by field but keep my data in the desired order. Reference attached.

Uncheck group by function. 
i think if you open the attached example of multirow formula that will help you.
