Moving rows over to blank rows

We are attempting to create a file and move address information to empty rows:

An example of Current File:

address1	address2	address3	address4	address5	address6	city	state	zip
Sam Someone	Reality Mgmt	Property Manager	123 Main St		Suite 4	Middleton	NC	27557
Helen Parr	456 North Blvd	Appt1				Dayton	TN	37321

Paul Muad'dib	Planetary Management	Leto Atreides (Decd)	489 Atreides St	Suite 8		Kingwood	TX	77345

The output should be:

I was thinking of the transpose tool but was not sure how to get the data back to the above format.
