From my data-set, I want to select the most common number that appears in the collection of rows.

If you transpose the data and group by the ID column, you can then use a summarize tool and group by the ID and get the Mode from the value field. Next you'll join back to your original data (deselect the right_ID) using is as the key and you'll have solved your challenge.
