Based on your screen shot, the Workspace drop-down is greyed out. Which to me means that you might not even have a "My Workspace" option indicating that you may not have a Power BI Pro license.
To confirm if you have a Power BI Pro license:
At the top right of the web page go to the top right and click on your icon, which will open up the following section below.
If you have a Power BI Pro license, I would recommend reaching out to your Power BI Admin to grant you access to Power BI's API. Below are screen shots to show what is needed to provide access to output to Power BI service. Also, thank you for posting this question! I never knew about this tool up until now! It was pretty easy to build out a quick dataset to test!

I think, there is a permission issue, only members with appropriate permissions, such as "Member", "Contributor", or "Admin", can publish or update reports in a workspace.
To solve this, you check your permissions for the workspace. If you're not sure about your permissions, contact your msbi course admin or the owner of the workspace.
And the second reason might be the workspace version- MSBI has introduced newer versions of workspaces (https://community.fabric.microsoft.com/t5/Community-Blog/Power-BI-New-Workspace-Experience-Power-BI/...) (like V2), and some features or settings may not be available or may function differently in older versions. To solve this, ensure that you're working in a modern workspace. If you're still using a classic (V1) workspace, consider migrating or creating a new one.
