Match up specific IDs with a count by group

Question

I'm really unsure how to search for my question in the community because it is very specific.  However, I'm trying to match up times with counts and apply those counts to times with specific IDs in the order that the IDs are listed.

For example, if I have a count of 3 at 7:00, in the order of the ID's I want each ID to get an X and if there are any left over then blank.

I've attached an excel with the two inputs and the output I'm trying to get.
