List Box Isn't Passing Value to Filter

I am trying to use a List Box to pass values to a filter.  I have sample files below.  I cannot get the List Box to pass values to the filter.  I'm sure it's something really easy I'm missing but after going through so many blogs and posts, I couldn't find an answer.  Please help!!

Hi @nldennis1466 your action tool needs to be configured to replace the value in the filter this is done by highlighting the section in the action tool configuration and selecting the string to replace shown in the screenshot.

I updated your app as well so you can see the configuration.
