Keep only 1 record and remove duplicates

I'm extracting column "COMBO" from columns "low" column. I just want to keep the record that has value in 1st and 4th segment that is row having low value "TT.0000.0000.10010.0000.0000.0000.000000000000.000000000000 ". In case of duplicates in "COMBO" column I want to remove rows that have values in any other segment apart from 1st and 4th. If the value in "COMBO" column is not duplicate and the record has value in 1st and 4th segment then it is fine to keep that record. I attached Result tab which shows the desired rows of data from dataset. Thank you for help.
