Which page are you seeing this on? us1.alteryxcloud.com/license-portal/?
You can also try the previous version: Home Page - FlexNet Operations End-User Portal: Make sure you are selected on an active account in either case

Did you log into the license/download portal using the email you registered your Designer license key with? I believe it'll only show the downloads for the licensed products that email has been registered with.
If you are logging in with that email, then yeah... go with what @alexnajm suggested or maybe reach out to whoever manages your licenses within your company.
