Install custom .yxi file

Hi,

Anyone know why there is message saying "An administer must log in to install for all users" when I tried to install a custom made macro that I packaged in a .yxi file?

I have attached the config.xml file and below is the folder structure.

I have referred this article to create the file. Could you please let me know what is the issue?
