In-DB Case Stmt Oracle Server Adding Time to DateTime Field

I have created this expression to subtract one second from a datetime field In DB (Oracle Server)

This gives me an error message, so I tried this:

Which also gave me an error.

I am wondering what I am doing wrong with this formula.
