Import xlsx double column as string

In my excel file my column is a general format.

I have various values in this column , ie:

why is this being read in as a double? Can I read it in as a string without doing anything to the excel workbook?

@JBLove I dont have access to alter the excel file itself, but i will keep that in mind if that changes.
