IF summarize tool is blank, is there a way to substitute blank records?

Say I have blank records outputted from my summary tool.

Is there way to put in sample records if nothing is being outputted from summary tool?

Say my summary tool outputs this

Is there a way to input values if above is blank? 

IE

Team  Count

Can  0

Usa  0
