IF Replace Date formula - HELP!

Hi all...  Okay, so, I have, let's say a Client ID column, a Treatment Plan Date column and a Treatment Plan Final Approval Date column.  I'm trying to write a formula where if the first Treatment Plan Final Approval Date is < = 1 compared to the next Treatment Plan Date then to replace the first Treatment Plan Final Approval Date with the second Treatment Plan Final Approval Date.  Here's where I am thus far:
