I have a workflow with 4 output tabs to one file. Is it possible to rearrange the order of the tabs on output excel file?

There isn't an option to specify the order of the tabs or to rearrange them but there are some workarounds. The first option would be to create the file with the tabs in the correct order ahead of time and set the output to overwrite the specific tab, that way no matter what order it happens in the tabs will stay in the same order. The other option would be to use a 'Block Until Done' tool and have it go in order of the tabs you want.

As mentioned above, using the Block Until done can help you order the sheets, since they'll be written in the order of completion.
Another option I've seen help is adding prefixes to your sheets (ex: A-Sheet1 or 1-Sheet).
The option you provided will not help to Server and there is risk of data.
Ex:
first time 10 tabs are there and next only 9 tabs are there but still 10 tabs will show on excel and remaining 1 tab show old data.
