Pong Offset 1 =0, but needs to be the negative of Sum_F40.  Hope that makes sense.

Pong_Offset 1 is zero Projected Cost amount, but needs to be the negative of whatever is in Sum_F40 Projected cost amount.

How can we logically associate Pong_Offset1 to Sum_F40? What goes with Offset 2 and so on?

There's no direct association, except one (Pong_Offset 1) should be added in as the negative of the other.  In Excel I'd do a lookup for '95005' and pickup the corresponding value.
