How to identify wich lines sum zero and wich ones are open

Really appreciate your help!

In this case i take a look into other similar cases but i need to identify from a list of lines wich numbers sumarize zero expecting have the less qty of lines open (if possible also add the conditional of contemplate the old lines as priority to add into the lines that sum zero).

Please find a data attached with the expected result.
