How to concatenate values from two different rows into one row ?

Hello Everyone,

 

I ran into some situations where I need to merge data from two rows and have it under a separate row. For example - One row contains Quarters like Q1, Q2, etc and the other row has Years. I want to have separate rows which should read "Q1 2010" and so on. Attaching the sample file.

 

Can somebody help with this?
