How to Join two Datasets without any primary/secondary keys to join on

Currently I have two datasets. One for international data and one for purely USA. I have commodities with descriptions in both sets however one dataset has commodity codes for USA while another has commodity codes for international purposes, note both have descriptions of the codes but they may vary slightly or largely. For example, one description may say "livestock" while the other may say "live animals". What is the best way to join these sets of data? I can fabricate data and attach if necessary. Thanks.
