How may join the files without loosing records

One file has 700 records, and the other has 973 records. How can I join both the files and get minimum 700 records?

Union the L and J after your Join tool, or use a Find Replace instead if you can

You don't have unique data, so it's going to duplicate based on Age & Gender - what do you want to get out of this?
