How do you delete a repeating header?

I've been trying to figure out how to delete a repeating header that is created in a down loaded csv report. 

I've attached a dummy sample csv file that looks like the data I'm working with now.

Any suggestions will be greatly appreciated.

Is a filter but only work if your header always have the same name.

What do you call the != code for the filter?

In the drop-down list of the filter controler is  "Does not equal"
