How do I make the "latest" record = 1?

I have a field in my data set named "Latest" where when a new record is entered it will be = to 1 and the newest one prior to that will be = 2 and so on. Is there a way to do this? It sounds similar to record ID but reverse if that makes sense.

Kind of a backward process, but I suggest assigning each record with a record ID going down by using the Record ID tool. After that, use the Sort tool to sort the records by the record ID, descending. After that, you can use another Record ID tool to assign the proper values.
