How do I achieve this?

Looking to duplicate first header of a table downwards. Within a field i have a name that Id like to bring down to a certain point which comes from a table. 

 

Then there is another table that Id like to repeat the same process over and over. 

 

The left is the input and the right side is the desired output. How and which tool should I use to go on about this?

@RNSEG Here's a solution that should work for you!  You'll need to flag the Header Rows, and then use that in a Multi-Row-Formula Tool.  Here's my configuration and sample output for reference.
