How can I group my comment with a selection of workflow icons...

As I add and remove tools from my workflow my comments become displaced within the workflow; how can I tie the comment tool to a set of icons in the Alteryx workflow so that the comments can dynamically reposition with the workflow location on the screen?

Take a look the Tool Container.  You can put a bunch of tools inside (and Comment tool(s) if you need) and they form a grouped subset that move around together.

 

You might also consider "Annotations". These are basically comments that are permanently linked to specific tools. See: Tool Properties
