Help with XML format : Parent Child Transpose

Hey guys I need help understanding how i can create a parent child node transpose

I need the final output file to only have the Toplevel parent nodes and also have all the children nodes in the same column beneath

the parent and the next parent.

 

I can get the general formation correct with the transpose tool, but how can I empty the cells i need to empty while keeping the structure

Is there a reason the tax group for TX and type 666 for FL aren't in the output?

ya those should be in there, i just tried to create a example of what im trying to do. i have a file that has over 700 parent nodes, and god knows how many children nodes so trying to figure out how to process a huge file into this XML format
