Grouping Lines on a Sheet

I have a sheet full of orders. A blank line separates each customer order. Is there a way to identify all lines before a blank as a group? This way when I add a record ID it would label all lines within a group with the same number?

I believe this task could be done using a multi-row formula. I created some dummy data in a simple fashion you described.

For this example I selected only the field 'Order #' but if the entire row is blank I believe any field could be chosen.
