Group multiple rows at every instance of >0 in a field

I am trying to group at every instance in which the state rate of the attached has a number in it. For example, I want to group the first two rows together, then the following two, then the following four rows, as every zero after a number is part of the same transaction. I've tried the multi row formula but am not having much luck. I was hoping to first do a unique identifier for each group, adding a separate column that would label those first two rows as "1" and next two rows as "2" and so forth. Any help would be appreciated!
