Generate Rows for Missing Data

Hello - I need some help with generating rows for missing dates.  I need to look at values for a previous date and product/location combination and fill in 2 fields with the values from the most recent available date.  I've pasted a picture to hopefully illustrate what I'm asking for.  I've searched a little bit on this topic but am not finding exactly what I need.  Thank you
