What formula do I need in order to find the totals for each variable set. This example was pulled from an old workflow and I am trying to replicate it. Thanks in Advance

Here is a very simple example. I have a large data set so my calculations won't be just one but for an example I am looking at the "initial HRA" and "current HRA" to try and calculate how many went from Low-High, Low-Medium, Low-Low. Medium-High, Medium-Low, Medium-Medium Etc. So looking at the initial HRA if its low and then changed to high in the Current HRA. That is what I am trying to calculate.
