Flat Structure to Hierarchy

What’s the best way to convert a flat file into a tree structure format? I’ve attached a file showing both the current flat structure and the desired tree format. Any advice or tools you recommend for this transformation? Thanks!

It is very interesting one.

I use the transpose tool to bring the data to vertical structure and take only the unique data.

Then Cross-Tab back to original layout.
