Filtering out the report

Hi all. 

 

Attached is the report. I am trying to create two outputs. One report that has all the 0 vales and one report that has everything else. There are several blank values, I need them in the report as well as per the group. In the sheet 2 I have shown a sample output that I'm looking to achieve. Any suggestions. Thank you in advance.
