Filter out the row for which the value changes and the row before that (previous value)

I want to filter out the row when a particular ID changes value and the row for the value right before the change for that ID, As can be seen in the above Desired Output.

 I am also attaching the INPUT file and the OUTPUT file.

One way to get this output is to use the Sample tool and group on ECU, ID and Value and select only the first row:

Thanks for the help. But, this isn't what I am looking for. With your workflow I am just getting the first row and the row when the value changed for a particular ID. 

I am looking for, when the value changes for a particular ID filter that row out and filter the row that contains the previous value right before the change happened.

eg:

Your WORKFLOW output: 

OUTPUT DESIRED: 

the row with timestamp right before the value changed. (5/11/2022 15:39). your workflow is giving the first row of the particular ID(5/11/2022 14:39).
