Filter data in 1 column with respect to data in other columns

Desired Output:

Can you please help me achieve the desired output, I want to filter the column name BINARY with respect to the values in the LSB and MSB column. Please refer to the input and desired output tables. I have attached .csv file for both the input and desired output.
