Filter Not Included

I know I can use the Filter tool to pull all entries for a given Account.  And, I know I can use the F output to pull entries that do not.

 

[Account] = "ABC123"

 

But, why can't I filter for the excluded members using this construct?

 

![Account] ="ABC123"
