Fill cells to the right and with a math formula

Hi,

I'm trying to fill in the same amount to the empty cells to the right of a row but also to take into account a subtraction if there's a value on the row above it. Is there a way to do this in Alteryx? Really can't figure it out. See attached for a sample of what trying to do.
