Extracting information from database of pdfs and documents and building an Virtual assista

I am planning to build a Virtual assistant for a department. Where the user asks for an information and the VA searches through pdfs and documents to get the answers to the relevant questions.

Please let me know the best way to do it,

In combination with the above and integrating RPA processes (for example via UIPath), you could implement something.
